The New York eHealth Collaborative and the state department of health have submitted a plan to federal authorities for creation of a statewide health information exchange.

State submissions of such plans to the Office of the National Coordinator for Health Information Exchange open the gates to federal stimulus funds for HIE initiatives. New York's plan calls for spending $129 million to build a statewide HIE, including $22.4 million in federal grants awarded to the New York eHealth Collaborative.

New York already has multiple operational regional HIEs. A state network will link existing HIEs together and provide additional infrastructure and programming to cover the entire state.

The HIE plan calls for services to start in mid-2011 with enhancements "every several months" into 2014. The plan is available at nyehealth.org/.
