L.A. Care Health Plan in Los Angeles, a Medi-Cal health insurer serving 900,000 beneficiaries, will implement a secure Web portal to enable electronic clinical consultations.

The health plan in July issued a request for proposals for its $1.5 million initiative, called eConsult, and is in the vendor selection process. The portal will support the exchange of electronic health information between referring physicians and specialists, and automate the specialist referral and appointment processes. The goals, which were met during a pilot program, are to increase specialty access and efficiency of care.

Training and workflow redesign will start in early 2012 with the goal of having about 47 safety net clinic sites live during the first half of the year. The long-term goal is to link up all safety net providers in Los Angeles County. Partners in the initiative are Health Care LA IPA and MedPoint Management, which provides services to independent practice associations.
