Palo Alto, Calif.-based Hewlett-Packard Co. will build a statewide Medicaid health information exchange for the Texas Health and Human Services Commission.

The commission awarded a 52-month, $30 million contract to HP's Health and Human Services division in the Enterprise Services business group, formerly known as Electronic Data Systems. EDS has performed a range of services for Medicaid programs for more than three decades.

Plans for the Medicaid HIE include separate Web portals for providers and recipients to access authorized information, electronic prescribing software, and the replacement of monthly paper ID cards with permanent plastic cards for more than 3 million recipients.
