Carmen has over twenty years of real estate and mortgage finance experience, in such areas as Regulatory Compliance, Mortgage Servicing, Investor Reporting, Mortgage Operations, Default Management, Loss Mitigation, Foreclosure and Credit Policy, as well as eMortgage origination, closing, investor delivery and servicing, eRecording and eNotarization. In July of 2014, Carmen joined Navy Federal Credit Union as a Senior Public Policy Analyst & Compliance Officer. In this position, he navigates through a myriad of regulations and laws including those under the purview of the National Credit Union Administration (NCUA) and Consumer Financial Protection Bureau (CFPB), such as National Flood Insurance Act, Regulation X (Real Estate Settlement Procedures Act), Regulation Z (Truth In Lending Act), Regulation B (Equal Credit Opportunity Act), and focuses on such compliance functions as mortgage and equity servicing, default management and loss mitigation, and appraisal rules and guidelines. Carmen also supports Navy Federal�s mortgage lending function as it relates to the rules and guidelines from the Veterans Benefits Administration, the Federal Housing Administration, and the Federal Housing Finance Agency (Fannie Mae, Freddie Mac and the Federal Home Loan Banks). Lastly, Carmen provides ESIGN consulting expertise across the enterprise in new membership, credit card, and consumer loan lending. In 2004, Carmen founded CDB Consultancy LLC., which specialized in advisory services to clients and implementation of projects in the eMortgage space, including eDisclosures, eClosing, eRecording and eNotarization. Clients included mortgage lenders, title companies and county recorders. Previously Carmen worked at Fannie Mae spending his last 5 years as a Director of eMortgages. He was successful in rolling out to mortgage servicers a solution that records lien releases electronically with county recorders using the latest in eSignature, eXtensible Markup Language (XML), and ePayment technologies. Carmen was also a major contributor to the Fannie Mae�s development of eClosing technology solutions and eMortgage investor delivery requirements. Carmen has his Master�s Degree in Public Policy Analysis from New York University�s Robert F. Wagner School of Public Service. He also worked six years in the United States Senate as a legislative assistant developing public policy and legislation in the areas of housing and community development, banking, healthcare (including Medicare and Medicaid), and Social Security. Early in his career, Carmen was the Assistant Town and City Clerk in Hartford, Connecticut, responsible for the recording and maintenance of real estate documents in the municipality�s Land Records Division. Carmen was one of the founding members of the Property Records Industry Association�s (PRIA) predecessor � the Property Records Industry Joint Task Force (PRIJTF). He was Co-Chair of the Task Force and PRIA�s Technology Committee, where he led the successful effort that created the alliance with the Mortgage Bankers Association�s MISMO standards-setting body and the real estate industry�s first XML eRecording standard. He led the effort to define the business requirements for eRecording electronic real estate instruments under a joint effort of MISMO and PRIA. Carmen was active in the MBA Residential Technology Steering Committee�s eMortgage Adoption Task Force. He also actively participated in a number of State Task Forces that dealt with the implementation of eMortgages, eRecording and eNotarization and was an Official Observer to the National Conference of Commissioners of Uniform State Laws (NCCUSL) Uniform Real Property Electronic Recording Act (URPERA) Drafting Committee and the Uniform Law on Notarial Acts (ULONA) Drafting Committee. He also co-authored the PRIA URPERA Enactment and eRecording Standards Maintenance Guide and has worked with NCCUSL�s permanent staff to enact the URPERA across the country. In 2009 Mortgage Banking Magazine named Carmen an �eMortgage All-Star.�
