The Centers for Medicare and Medicaid Services has sent to the Office of Management and Budget a proposed rule setting requirements for implementation of state health insurance exchanges, called American Health Insurance Benefit Exchanges, under the Affordable Care Act.

OMB review and approval is one of the last steps before publication of rules in the Federal Register. The state exchanges are envisioned to enable individuals and small businesses to easily compare and purchase health insurance.

States must implement the exchanges by 2014 or notify CMS that they will not participate by 2013, in which case the federal government will implement a state's exchange.
