The National Quality Forum has published two free reports to assist in optimizing use of electronic health records and clinical decision support systems.
Both reports are based on the work of expert panels the Washington-based forum put together. The EHR report is "Driving Quality: A Health IT Assessment Framework for Measurement." It's designed to aid understanding of an EHR's features and functions, when and how they are used, and the development of I.T. use measures to understand how usage can improve care processes, quality and safety. The report is available here.
