Kit Aids Building of Insurance Exchanges

The National Academy of Social Insurance has created a tool kit to assist states in developing health insurance exchanges mandated in the health care reform law.

The future of the exchanges, designed to help consumers compare and purchase health coverage, are in limbo following a federal district court decision that the entire reform law is unconstitutional. The Obama Administration will appeal the ruling, which technically covers only the 26 states that joined in a class action lawsuit.

The toolkit gives guidance on such issues as governance, eligibility determination and enrollment, certification of qualified health plans, coordination with Medicaid and the Children's Health Insurance Program, and establishing specific exchanges for small employers.
