Network to Research Outcomes


The eHealth Initiative, an industry advocacy consortium, will team with the Joseph H. Kanter Family Foundation in Miami to spearhead development of an electronic network to assess the clinical effectiveness of various treatments.

The organizations envision a nationwide, public-private partnership to create a distributed research network that uses data from electronic health records and other information systems. The data would be used to compare the outcomes of various treatments to provide objective, evidence-based guidance on what treatments work best.

The initiative is called the Partnership for Connecting on Research on Outcomes and Effectiveness. It will bring together experts and stakeholders to study the organizational, technical and policy aspects of building the network.

The Kanter Family Foundation has contracted with Mark McClellan, M.D., to serve as an advisor to the effort. McClellan presently is director of the Brookings Institution Engelberg Center for Health Care Reform. He previously served as administrator of the Centers for Medicare and Medicaid Services and commissioner of the Food and Drug Administration.

The Washington-based eHealth Initiative will staff and coordinate activities of the partnership. The organizations expect over the next 18 months to develop:

* a summary and analysis of current methods for using electronic health information to support research on outcomes and effectiveness;

* an assessment of the different types of data available for such research;

* consensus-based privacy and confidentiality policies;

* a prototype research network; and

* recommendations for the organization, governance, sustainability, privacy and technical aspects of an operational network.
