Iowa is the first state to receive matching federal planning funds under the American Recovery and Reinvestment Act to implement Medicaid incentive payments for meaningful use of electronic health records, the Centers for Medicare and Medicaid Services has announced.
The state will receive approximately $1.16 million from the federal government. A number of other states have submitted plans for CMS approval. Iowa will use the federal funds for activities that include conducting a comprehensive analysis to determine the current status of health information technology in the state.
The analysis will cover such areas as examining barriers to EHR use, establishing eligibility for incentives and the creation of a long-term state Medicaid HIT plan. Iowa also will assess expectations of its incentive payment recipients and their needs for personal health records.
