Meaningful Use Rule in Final Stage

The Centers for Medicare and Medicaid Services has sent final rules to establish the meaningful use incentive program and set data standards and electronic health records certification criteria to the Office of Management and Budget for review and approval.

The request for OMB approval is the final step before publication of the rules in the Federal Register. Once OMB approves, the rules will be available for viewing at the Federal Register Public Inspection Desk before being officially published a short while later. For instance, these rules when proposed were available for viewing last December 30 and officially published two weeks later.

Because the rules are in the clearance stage, CMS can't firmly say when they will be available according to a spokesperson. But the agency continues to say the rules will be published by early summer, "which is still where we are by the calendar," the spokesperson says.

A major success factor for accountable care organizations will be linking caregivers across the spectrum of care delivery. If history is any indication, that's going to be an industrywide struggle.
