Pennsylvania Blues plan Highmark Inc. will pilot a private health insurance exchange using technology from Array Health, Seattle.

The exchange targets small employers in the state, only 49 percent of which offer some type of health insurance. If an employer adopts a "defined contribution" approach to insurance by setting a fixed monthly allowance for employees to purchase coverage, Highmark believes it can offer affordable coverage through a menu of seven medical plans, two dental plans and a vision option.

The private insurance exchange will include consumer decision support tools to compare, choose and enroll in plans, and an administrative dashboard for employers and brokers to administer benefits. Highmark will target employers with 10 to 99 employees.
