New Proposed Rule Targets More Insurance Reform Provisions

The Centers for Medicare and Medicaid Services has issued a new proposed rule to implement insurance provisions in the Affordable Care Act.

The rule, available here and being published on Jan. 22, is a laundry list to implement new provisions for Medicaid and CHIP, and offer more flexibility on state insurance exchanges. Provisions include flexibility to coordinate Medicaid and CHIP eligibility notices, appeals, and related administrative procedures; streamlining of some existing rules and elimination of obsolete ones; and revision of substitution of coverage, among other issues.

“This rule also proposes to update and simplify the complex Medicaid premiums and cost sharing requirements, to promote the most effective use of services, and to assist states in identifying cost sharing flexibilities,” according to the rule.
