Medicaid information systems contractor Fox Systems Inc. has merged into Cognosante, a vendor of integration services for health care organizations.

The combination is a true merger of equals and no funds changed hands, according to a Cognosante spokesperson. Susan Fox, founder of Fox Systems, now is president of the combined company that will operate under the Cognosante name but also retain the Fox name. Michele Kang remains as CEO of Cognosante. The leaders co-chair the board.

Scottsdale, Ariz.-based Fox Systems works with state Medicaid agencies to develop requirements, design and development strategies for Medicaid Management Information Systems, and to validate the systems. Fox also operates the National Provider Identifier Enumerator system for the Centers for Medicare and Medicaid Services, and is the primary architect for CMS' Medicaid Information Technology Architecture.

McLean, Va.-based Cognosante specializes in integration and interoperability services for such initiatives as enterprisewide electronic health records and clinical data repositories. Under federal contracts, it is supporting development of the nationwide health information network through several initiatives, including creation of the CONNECT interoperability tool to ease linking to the NHIN. The company also serves several statewide health information exchange initiatives.
