The ONC announcement certainly is not unexpected. Since 2004, ONC has fostered the advancement of health data and information technology in healthcare. Even with the benefit of federal mandates and funding, the ONC has proven a market will not perform in an unnatural way.

Healthcare has been and is a local industry. That orientation underlies behaviors and technologies that do not encourage data sharing. Until the value of open data sharing exceeds the value of leveraging health data as an asset, the true value of health data will not be realized.

ONC has laid a foundation, it is time for industry to step up, collaborate and create the environment where entities that expand their data horizons by sharing become the industry leaders that usher in the era of data-enabled care and competing on data is a business limiting decision.
