HHS Corrects Plan ID, ICD-10 Final Rule

The Department of Health and Human Services has made numerous corrections to a recently published final rule that mandates a health plan identifier and sets Oct. 1, 2014, as the ICD-10 compliance date.

“The provisions in this correction document are effective as if they had been included in the final rule published on September 5, 2012,” according to a notice available here on Oct. 3 and being published Oct. 4 in the Federal Register.

The first set of substantive corrections pertain to tables within the rule that provide cost/savings estimates for the plan identifier and the one-year delay in the ICD-10 compliance date, as incorrect tables were twice referenced. Also, the final rule generally had correct health plan identifier compliance dates throughout the document, but the dates were wrong in three places.

The correction notice affirms that the health plan identifier compliance date is Nov. 5, 2014 for most health plans, Nov. 5, 2015 for small health plans, and Nov. 7, 2016 for all covered entities.
