Why do you say that these changes are just for Medicare and not Medicaid? on page 9 of the proposed rule it says "we are proposing the following changes for Medicare and Medicaid EHR Incentive Programs for 2014..."

The part you quoted is just for AIU payments, because they want to discourage people from buying products this year that aren't 2014 CEHRT compliant. But based on my reading, those attesting to the MU stages for Medicaid should be covered by this new proposed rule change.

Or am I missing something else??

This proposed rule is really needed for small practice, for several reasons. The cost to add patient porthole, the cost of didgital x-ray machine, the cost to train a limited staff, the short time frame we have from when our Allscripts EMR is ready for MU2 and when we will need to start working on the new measures.

Our practice is very small with only 1 provider and 3 staff members. It is impossible to operate normal working office and maintain structured time for training staff, including the physician. We are working through lunches, staying after work and all at a very high cost to the physician. Every time we turn around there is an additional cost in materials or professional fees. Our MU2 data on the Practice Management is not scheduled to be completely loaded into our system by Allscripts, until mid-June. Yet another training time crunch. The Web Portal is in the beginning phase. When I read the proposed rule today, I immediately saw a ray of hope! We, at our office support the proposed rule!
