HIE Adopts Health Record Bank Model

The Louisville (Ky.) Health Information Exchange will move forward on its plan to create a health record bank as the way to exchange patient information.

Under the health record bank model, an entity or entities are selected to collect, store and appropriately disseminate all the paper and electronic health information of a consumer who opens a health records account. The consumer will have control over access to information in the account.

The Louisville HIE, working with consulting firm Noblis Inc., Falls Church, Va., spent eight weeks last year assessing community readiness to support a health record bank, contacting more than 1,200 stakeholders in the Louisville region.

Now, the HIE has published results of the research and a business plan, and is developing a request for proposal for one or more vendors to collaborate, build and operate the health record bank. The research report and business plan are available at LouHIE.org.
