Pennsylvania Gov. Edward Rendell (D) has signed an executive order to create a governance structure as a prelude to building the Pennsylvania Health Information Exchange.
Called the PHIX Governance Structure, its purpose is to perform activities necessary to develop, implement and manage a state-wide health information exchange, and other health information technology initiatives, according to Executive Order 2008-03, dated March 26.
The PHIX will have an executive director who will report to the CIO in the Governors Office of Administration. One duty of the executive director will be to consult with others to determine staffing levels and the necessary infrastructure to develop and support operation of the PHIX.
Rendells proposed budget for the upcoming fiscal year includes a request for $4.8 million in initial funds for PHIX, says Phil Magistro, director of information technology in the Governors Office of Health Care Reform. The office expects this year to issue a request for proposals to select vendors to build and operate the exchange.
